Welfare politics on Korean family policies focusing on De-familization ¡¤ De-genderization -Type of the actors' position on family policies-

Abstract
The purpose of this study is to examine the process of the welfare politics on Korean family policies in terms of the policy actors' position and change, and the aspect of unity in discussing gender-integrating family policies in Korea. To do this, we compared the policy actors' position on Korean family policies toward de-familization and de-genderization in Roh Moo-hyun(1st)¡¤Lee Myung-bak(2nd)¡¤Park Geun-hye(3rd) administrations, and utilized Fuzzy set ideal type analysis to understand the change in the union pattern. As a result of analyzing the policy actors' position and type changes, the positions of all actors except conservative NGOs on family policies appeared to be generous. Second, the level of Korean family policies seems to be similar to the changes in the position and type of the conservative government(party). It can be considered that the conservative party's position and its change in the position have a great effect on establishing Korean family policies. Third, the low birth rate phenomenon is the basis for discussing Korean family policies toward de-familization and de-genderization, which becomes a considerable force for the change of actors' position. As a result, the union pattern of the policy actors in Korean family policies in de-industrial society is weak, it was possible in terms of crisis consciousness about low fertility and utilization of female workforce and can be possible in the future.
